     The special meeting of the Board of County Commissioners was brought to order by Chairman William J Novotny, III at 9:00am on Monday July 15, 2019. Attending were Commissioners Linda Greenough and Robert Perry, Commissioner’s Assistant Sheila Newcomb, County Clerk Vicki Edelman and Deputy County Attorney Barry Crago.

     Perry moved to approve the minutes of the July 2, 2019 regular meeting.  Greenough seconded, motion carried.

    After convening the budget hearing and calling for public comment, Greenough moved to approve Resolution #614, a Resolution to Provide Income Necessary to Finance the 1920FY Budget.  Perry seconded, motion carried.  Perry moved to approve Resolution #615, a Resolution Appropriating Funds to the Departments.  Greenough seconded, motion carried.

Greenough moved to authorize Chairman Novotny to sign Resolution #616, A Resolution Transferring Funds in the 1920FY Budget. Perry seconded, motion carried.  Greenough moved to approve the amendment to include page 2 of Resolution #616 including the City of Buffalo. Town of Kaycee, the School district and the Irrigation Districts. Perry seconded, motion carried.  Greenough moved to approve the Separate Mill Levies for the Special District Tax Requirements for the 1920FY. Perry seconded, motion carried. 

     After discussion with Planner Waller and public comments from neighbors Joanna Taylor and Alice Shelton, Perry moved to approve the Loden Minor Subdivision in the Big Horn Estates and authorize Chairman Novotny to sign the plat.  Greenough seconded, motion carried.

     Greenough moved to authorize Chairman Novotny to sign the Cooperative Agreement for Responsibilities between the Wyoming Dept of Family Services Child Support Authority and Johnson County Clerk of District Court.  Perry seconded, motion carried.

     Perry moved to authorize Chairman Novotny to sign the Contract between Wyoming Department of Health, Public Health Division and Johnson County for the Public Health Officer beginning July 1, 2019 thru June 30, 2020 in the amount of $9,600.00.  Greenough seconded, motion carried.

     Perry moved to authorize Chairman Novotny to sign the MOU between Johnson County Commissioners, Johnson County Fire District #1 and Powder River Fire District for utilization of the Fire Warden.  Greenough seconded, motion carried.

     Greenough moved to authorize a pre-pay for the Buffalo/Johnson County Recycle Center’s 1% funding in the amount of $60,000.  Perry seconded, motion carried.

     Greenough moved to adjourn the meeting at 10:37am and will reconvene at 1:00pm for the Board of Health and Joint Powers Board quarterly meetings.  Perry seconded, motion carried.

    The Board of Health meeting convened followed by the CJC Joint Powers Board and the meeting adjourned at 1:35pm.
