Notice is hereby given that the City of Buffalo, 46 North Main Street, Buffalo, Wyoming 82834, hereinafter referred to as “Owner”, will receive sealed bids for the “Veterans’ Skilled Nursing Facilities Water Main Project”, located at 700 Veterans Lane, Buffalo, Wyoming 82834.  

The Owner intends to construct an 8-inch water main from an existing 18-inch transmission pipe to the site for the new Skilled Nursing Facilities located on the Veterans’ Home of Wyoming campus.  The project will include approximately 2,094 linear feet of 8-inch PVC pipe and associated appurtenances.

Substantial Completion for the Project is to be reached no later than July 1, 2021.

Sealed bids will be received until 2:00 p.m. local time, January 27, 2021 in the Buffalo City Council Chambers located at 46 North Main Street, Buffalo, Wyoming.  The bids will then be opened and read aloud.

All bids shall be made in accordance and on the forms referenced to and/or made a part of the Project Manual.  Bids shall be submitted in a sealed envelope, and addressed to:

Prospective Bidders must purchase bidding documents through the QuestCDN website ( referencing Project Number 7479694.  Bidding documents may be obtained on, or after, January 8, 2021 online at a non-refundable cost of $15.00 per set.

A MANDATORY PRE-BID CONFERENCE will be held January 22, 2021 at 1:00 p.m. local time, beginning at the Buffalo City Council Chambers located at 46 North Main Street, Buffalo, Wyoming.  Representatives of the Owner and Engineer will be present to describe the project and answer questions.  The Pre-Bid Conference will have a formal sign-in process, which will become the official record of attendance for the purposes of determining eligible Bidders.  Attendance at this meeting is mandatory for any Contractor to submit a Bid as a prime bidder.  Contractors who intend to submit as a prime bidder must have at least one full-time, permanent employee present.  No proxy representatives, such as Subcontractors or Consultants, meet this requirement.  In the event a Contractor submits a Bid but did not attend the Pre-Bid Conference, the Bid will be returned unopened.  The list of eligible Bidders will be included in the Addenda issued for the project.

Contractors, in submitting their respective Bids, acknowledge that such bids conform to all requirements of the Wyoming State Statute.  Each Bidder must include a security with the Bid, payable to the Owner, in accordance with the Instructions to Bidders.  Bid security shall be in the form of a Bid Bond, prepared on the form provided in the Project Manual, issued by a Surety authorized to do business in the State of Wyoming and acceptable to the Owner in the amount of five percent (5%) of the Total Bid.  No Bidder shall withdraw its Bid after the scheduled time of the opening of Bids.  Bids are to remain open for 60 days after the opening of Bids.

The Successful Bidder shall be required to furnish a Contract Performance Bond and Labor & Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract price as originally proposed or subsequently modified.  The surety company shall be authorized to do business in the State of Wyoming.  When the successful Bidder delivers the executed Agreement to the Owner, it must be accompanied by the required Construction Performance Bond and Labor & Materials Payment Bond on the forms included in the Project Manual.  No exceptions will be made.

Pursuant to W.S. §16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state.”

The Owner reserves the right to reject any and all Bids or parts thereof, and to waive any irregularities of any Bid.  The Owner also reserves the right to award the contract to such responsible bidders as may be determined by the Owner.
