The regular meeting of the Board of County Commissioners was brought to order by Chairman William J Novotny, III at 9:00am on Tuesday May 18, 2021. Attending were Commissioners Linda Greenough and Robert Perry, Commissioner’s Assistant Ashlea Bassett, County Clerk Vicki Edelman, and Deputy County Attorney Barry Crago.
Perry moved to approve the minutes of the May 4, 2021 regular meeting. Greenough seconded; motion carried.
Greenough moved to approve the liquor license transfer for Dutch Oven Draw, LLC dba Winchester Steakhouse. Perry seconded; motion carried.
Perry moved to authorize Chairman Novotny to sign the Boundary Line Adjustment between Kathleen Miller Living Trust and Bilderback Bungalos, LLC as presented by Planner Jim Waller. Greenough seconded; motion carried.
Scott Duncan and John Tesgesdal from VOA met with the Commissioners to give quarterly updates and present the contracts for the upcoming FY. Chairman Novotny said these contracts will be moved to the June 1st meeting for discussion and approval.
Greenough moved to approve and authorize Chairman Novotny to sign the TANF Contracts for FY21-22 in the amount of $52,000.00 awarded to Compass Center for Families in the amount of $20,250.00; Boys & Girls Club of the Bighorns in the amount of $16,300.00; Buffalo Children’s Center in the amount of $12,850.00 and the administrative fees in the amount of $2,600.00. Perry seconded; motion carried.
Clerk Edelman reported the budget requests have been received and are in the amount of $12,104,761.86. Chairman Novotny reported budget discussions and hearings will begin in June.
Commissioner Perry requested the City 1% recommendations be tabled until the June 1, 2021 meeting.
Meseret Tegenu, Laura Thorn and Jim Ray from Buffalo Chamber of Commerce met with the Commissioners to give updates on the Visitor Center east of Buffalo; reporting they are open 11:00am thru 6:00pm until Memorial Day when the hours will change to 9:00am until 6:00pm Monday thru Sunday.
After discussion on the grazing lease renewal Chairman Novotny asked the Deputy County Attorney Crago update the lease for a term of one year and it will be presented at the June 1,2021 meeting for signatures.
Sylvia Bruner Director of the Jim Gatchell Museum met with the Commissioners to discuss the Forest Service Amendment to the Grant Agreement in the amount of $5,000 to process and be the repository for the Big Horn National Forest historic documents. After discussion Perry moved to authorize Chairman Novotny to sign the Amendment. Greenough seconded; motion carried.
After discussion on the Hazelton road parking lot options Perry moved to authorize Chairman Novotny to negotiate with the Forest Service a one-year extension of the current permit and also start negotiations for a parking lot on private property about ¼ of a mile down the road from the current parking area. Greenough seconded; motion carried.
Perry moved to lift the hiring freeze and allow Treasurer Bishop to advertise for a full-time person in the Treasurer’s Office. Greenough seconded; motion carried.
Greenough moved to approve two one day malt beverage permits to the Johnson County Fairgrounds Foundation for June 12, 2021 and June 13, 2021 for the Indian Relay Races at the Johnson County Fairgrounds. Perry seconded; motion carried.
The Commissioners requested further discussion on the rent increase for the hangars at the Johnson County Airport be placed on the July 6th Agenda for further discussion.
There being no public comment Perry moved to adjourn the regular meeting at 10:28am. Greenough seconded; motion carried.
